I’m not sure where your quote comes from, but I would interpret it to mean that they weren’t efficient in saving lives at this hospital. Rather, the opposite. They were very efficient at killing people/letting them die… An assembly line in a factory is efficient at expediating production. So, in this case, expidiating death.
